In a diplomatic note of the 1 May, the minister of foreign affairs, Pavel Milyukov , expressed the Provisional Government's desire to carry the war against the Central Powers through "to a victorious conclusion", arousing broad indignation. Another problem for the government centered around General Lavr Kornilov , who had been Commander-in-Chief since 18 July. In what became known as the Kornilov Affair , Kornilov directed an army under Aleksandr Krymov to march toward Petrograd with Kerenky's agreement. Later official accounts of the revolution from the Soviet Union would depict the events in October as being far more dramatic than they actually had been. The success of the October Revolution transformed the Russian state from parliamentarian to socialist in character. During the Cold War, historians in the West sought to make a case that was as "diametrically at odds with [the Soviet view]" as possible. [ 14 ] In modern times, the case for seeing the October Revolution as "a classic modern coup d'état without mass support" has been proposed by historian Richard Pipes . The revisionist view, of which Pipes is highly critical, heralds the use of "the most detailed and meticulous specialist research" [ 18 ] in order to appreciate the experience and aspirations of normal Russians, and thereby get a sense of the social, economic and political factors which led to the revolution.
